Supply Chain Planning Specialist

Northrop Grumman Advanced Weapons is seeking a Supply Chain Planning Specialist 3 based full-time on site in Woodland Hills, CA. No remote/telework arrangement is available. Applicants must have the ability to obtain a US Government DoD Secret Clearance.

About the Role

Supports and manages material strategy of subcontracted and purchased material for the Advanced Weapons Business Unit. Coordinates activities of various Supply Chain disciplines, creates and participates in program-level Supply Chain strategies and plans, and ensures the placement and receipt of all material requirements — including complete material management and risk and opportunity ownership (schedule and cost).

Serves as the liaison between the Program Office and the Supply Chain organization, responsible for development, coordination, and execution of all program-specific material strategies, supply chain objectives, and enterprise objectives. Represents Supply Chain to the Customer, Program Management, and Advanced Weapons Systems Management teams. May be responsible for multiple programs.

What You'll Do

• Serve as "owner" of materials (Material Program Management) for all material-related items on complex programs
• Develop material strategies on complex programs; facilitate Make/Buy decisions
• Prepare and execute Material Program Plans (MPPs) covering both cost and schedule
• Identify and mitigate complex program risks as they pertain to material requirements
• Achieve program material budget objectives through strategic directives
• Gather estimate at complete (EAC) data and manage material requirements to meet production build schedules
• Work closely with Subcontracts and Purchasing to resolve Supply Chain issues
• Work closely with the program office and other supporting functions to resolve program material cost risks
• Support material cost accounts under a program with EVMS requirements; cost accounting responsibility (material and labor) for assigned program
• May serve on approval boards representing Supply Chain (CRB, MRB, SCAB, etc.)

Major Responsibilities

• Support EAC and ETC goals within programs of responsibility
• Support budget price variance (BPV) goals
• Support material sales forecast goals
• Support on-time delivery performance of suppliers
• Support Supplier Return To Green (RTG) plans
• Identify and mitigate program risks; support supplier meetings as required
• Conduct and participate in meetings and briefings with internal and external representatives
• Communicate material status to Functional Leadership and Program Management Office; escalate as required

Basic Requirements

• 5 years with a Bachelor's, 3 years with a Master's, or 9 years direct experience in lieu of degree
• Earned Value/CAM experience
• Understanding and experience of bill of materials and line of balance
• Experience providing material program strategies for programs with numerous end items and variations
• Able to travel up to 25% of the time
• Must be a US Citizen and able to acquire a US DoD Government Secret Security Clearance

Preferred Requirements

• 4+ years of relevant experience from a large DoD organization with deep understanding of supply chain management and program management
• Excellent presentation skills (key component of this position)
• Thorough knowledge of purchasing and planning, material procurement, MRP/ERP planning and transactions, BOM structures, and material estimating and Basis of Estimate creation; Costpoint experience a plus
• Understanding of FAR/DFAR Regulations
• Self-starter capable of achieving organizational and program objectives; able to interface with all levels of internal management, supplier management, and the external customer
• Excellent time management skills; ability to set appropriate priorities across many tasks
• Experience leading teams; may be required to lead specialized groups for specific organization goals
• Experience working with Microsoft Excel and analyzing material data

Pay & Benefits

$94,200–$117,700/year. Eligible for overtime, shift differential, and discretionary bonus. Annual bonuses reward individual contributions and company results. Benefits include health insurance, life and disability insurance, savings plan, paid holidays, and PTO.
