Councilmember Lee presented a motion to get E- Bikes off equestrian trails. There will be increased enforcement and penalties for DUIs. There is a motion to allow impoundment of vehicles involved in illegal dumping. An increase from 500 feet to 1000 feet in the zone around schools where encampments are prohibited is proposed. Vincent Autiero, Neighborhood Empowerment Advocate, DONE, said the Mayor’s Budget has been released and includes funding for hybrid NC elections. DONE has asked for additional funding to help with new ADA compliance requirements. The department is looking for ideas on promotional swag. Youth Job Fair, May 30, 9AM – 2PM, LA Trade Tech. College City Clerk meeting on funding policy, May 20, 12 PM – 1AM, Zoom Done agenda writing workshop, May 27, Zoom Daniell Vicente, Field Representative, LA County Supervisorial District 3, reminded everyone that the election is coming up. Supervisor Horvath made a motion for a report on air traffic accountability. Glenn Bailey, Budget Advocates, said the council file for the budget is CF 26-0600 and CIS’s can be submitted now. The CAO has a webpage with budget information. The Budget and Finance Committee will have their last meeting regarding the budget and finalize recommendations on May 15. City Council and the Honorable Mayor Karen Bass: RE: SB 79/CPC-2026-1797-CA The complexity of implementing California Senate Bill 79 (SB 79) signed by Governor Gavin Newsom on October 10, 2025, is a sweeping one-size-fits-all housing law mandating significant upzoning near public transit hubs, This bill overrides local zoning authority and allows inappropriate-sized, multi-family buildings next to single-family homes. SB 79 increases density potentially 29-fold in some areas destroying the livability of existing neighborhoods. The West Hills Neighborhood Council has officially documented its opposition to SB 79 joining a broad coalition of Los Angeles-area councils and community groups concerned over local land-use controls. On March 28, 2025 a Resolution was approved by the Los Angeles City Council in opposition to SB 79 unless amended to exempt municipalities with a state-approved and compliant Housing Element. On November 4, 2025 a Motion by the City Planning and Land Use Management Committee (PLUM) was adopted relative to a report identifying and assessing the projected impacts of SB 79 density on the City’s infrastructure and utility systems. The Low-Rise and SB 79 Phased Implementation Ordinances together comprise the City’s local implementation of SB 79 amending code sections to establish housing incentives that allow low- scale, multi-family housing development in low density zones within a half mile area of Opportunity Transit Stations. WHNC is in opposition to the proposed code amendment Reducing Building Setbacks. Studies show that density permitted under SB 79 (C1) can be achieved without decreasing existing setbacks. While it is the City’s obligation to comply with state law, reducing rear and side yard setbacks to four feet is neither required nor necessary to achieve SB 79’s housing density. The most significant boundaries between new development and existing homes occur Agenda Item 26-0036 - Discussion and possible action to approve a letter to LA City Planning regarding the implementation of SB 79 --- Page 20 --- along rear and side property lines—precisely where the greatest reductions are proposed. In addition, the department's reliance on Accessory Dwelling Units (ADU) standards to justify 4 ft setbacks is misplaced. ADUs are intended as small, secondary units-not multi-family buildings with substantially greater occupancy, intensity, and risk. If setback changes are allowed, it will alter our neighborhoods forever especially with rear setbacks less than fifteen feet. The WHNC requests the SB 79 implementation ordinance be expressly tied to, and automatically updated to reflect, any future revisions to, postponement of, or repeal of SB 79. WHNC joins with the many Los Angeles residents and homeowner associations demanding that the City provide direct, by-mail notification to all property owners and tenants impacted by the implementation of SB 79. While the City Planning Department expressed concerns about the cost, it is the City of L.A.’s responsibility to notify residents about the impacts of SB 79. Risks to Fire Safety In a city where wind-driven fires are always a possibility, it is unconscionable that a four-foot rear and side setback are being recommended. Four-foot separations limit defensible space between structures, increasing the risk of fire spread and constrains the emergency access for firefighting equipment. Insufficient Infrastructure and Safety Concerns Many neighborhoods within the half-mile radius affected by SB 79 lack basic infrastructure such as curbs, sidewalks, and street lighting. Therefore, residents, including children and pets, must walk in the street. With the potential for significant population increases (i.e., from 100 to 1,000 residents when building density is maximized) and no parking requirements, these areas would be considerably more dangerous. Loss of Urban Tree Canopy and Environmental Health Approximately 90% of the City’s tree canopy exists on private property. Meaningful tree planting and retention are not feasible within four-foot setbacks which due to "exiting" criteria must be paved. The size of the building and the hardscape around it will contribute to the urban heat island effect, resulting in higher temperatures. The shade trees provide the process of evaporation that carries away heat and cools neighborhoods by more than 10 degrees reducing the risk of heat illnesses and lowering homeowner energy costs. Trees improve air quality, residents’ mental health and reduce risks of flooding and landslides. Fire experts say that reasonably spread-out and well-maintained trees do not pose a significant fire risk. Diminishing Quality of Life In a climate that supports year-round outdoor living, reducing adjacent apartment house setbacks will unnecessarily diminish quality of life for all residents. In summary, WHNC is opposed to SB 79 and opposed to the code amendment reducing side and rear yard set-backs. We do believe, however, that building affordable housing on appropriate sites can be achieved through accountable governance respecting and preserving the character of individual communities. NOW, THEREFORE, BE IT RESOLVED, that by the adoption of this Resolution, the City of Los Angeles hereby includes in its 2025-2026 State Legislative Program support of AB 1814 (Alanis), which would require a peace officer with a rank of supervisor or below who is assigned primarily to traffic enforcement to complete a National Highway Transportation Safety Administration (NHTSA)-approved ~.J standard field sobriety testing (FST) course of a minimum of 16 hours within one year of their assignment to traffic enforcement, which would ensure officers are proficient in the areas of sobriety testing and report writing.
