West Hills Council Divides Over Executive Director Spending

The West Hills Neighborhood Council approved its 2026-2027 administrative packet by a vote of 8 to 1, with 2 abstentions.
Board member Joanne Yvanek-Garb voted against the packet.
The minutes state she strongly opposed the Executive Director spending.
During public comment, Steve Randall, a former West Hills Neighborhood Council board member, said the council spends way too much of its budget on the Executive Director position.
The administrative packet was a separate vote from the $25,000 annual budget, which passed 11 to 0 at the same meeting.
