Sunland-Tujunga Hears $1 Billion Water Purification Plan

Representatives from Urban Strategy Group and Jacobs Engineering presented details on the Donald C. Tillman Advanced Water Purification Facility at the Sunland-Tujunga Neighborhood Council's August 12, 2026 special meeting.
The project is designed to purify recycled wastewater and recharge the San Fernando Valley groundwater basin.
Arturo Gonzalez, Director of Community Affairs for Urban Strategy Group Inc., led the presentation along with Franco and Meraz.
The minutes state that the expanded project is approximately a $1 billion project.
The project has generated more than 1,000 jobs and is expected to serve approximately 500,000 homes at full capacity.
The minutes note that funding is coming from 4 sources, including the State, City and County.
Three states are currently planning this type of facility: Texas, Colorado and California.
Board members and community members raised questions about project costs, water purification technology, groundwater quality, the Hanson Dam spreading grounds, potential ratepayer impacts, and employment.
