Studio City Votes Down Transit Pass Housing Rule

July 28, 2026 · Neighborhood Councils

The Studio City Neighborhood Council voted 5 to 10 against supporting a proposal to require developers to provide Metro TAP cards or subsidized transit passes to residents of new zero-parking buildings.

The motion asked the city to analyze Council File 26-0264 and provide at least four weeks' notice before council action.

Board members who voted yes were Victoria Brown, Daniel Fuselier, Dimitri Gatsiounis, Jerry Lewis, and Laurie Rittenberg.

Members raised concerns about whether transit passes would meaningfully reduce parking impacts and who would bear the cost.

Some argued that the proposal could provide cover for parking-deficient development, the minutes state.

Because the motion did not pass, no Community Impact Statement will be submitted in support.
