Studio City Residents Push CD4 on Babcock Property

Council District 4 acknowledged a long-standing failure to resolve conditions at 4343 Babcock Avenue and committed to meet affected residents the following morning.

Three residents raised safety concerns about the vacant property at the Studio City Neighborhood Council meeting on August 26, 2026.

Kayt Miranda requested an urgent letter from the council seeking nuisance abatement and fencing at the site.

Adriana Serrano and Ben Bayouf, who live near the property, described prior complaints, encampment and trespass concerns, recent fires, and risk to adjacent homes and children.

Council District 4 Director Jay Anderson said the district had reported escalation to Council District leadership and LADBS management.

A committee motion concerning Council File 26-0906-S4 was withdrawn after the council learned the City Council had already acted on and amended the matter.
