Encino Stalls on Grimes Place Party House Vote
August 28, 2026 · Neighborhood Councils
The Encino Neighborhood Council tabled a motion requesting city action against a party house at 4434 Grimes Place.
The motion would have asked the Los Angeles Police Department and the City Attorney to enforce Los Angeles Municipal Code Section 41.58.1, commonly called the Party House Ordinance.
The board tabled the motion until further notice due to City Attorney guidance, the minutes state.
Deputy City Attorney Mark Ross from the Community Law Corps attended the August 26, 2026 meeting.
The Los Angeles Police Department has been called to 4434 Grimes Place 17 times since January 1, 2025, the minutes report.
The most recent incident was August 15, 2026, when LAPD sent eight patrol cars, a helicopter, and officers from the Vice Unit, the minutes state.
Neighbors have repeatedly asked city officials to enforce LAMC Section 41.58.1 and related laws, which the minutes say the property owner has disregarded.
