City Skips Arleta Repairs Over Bike Lane Mandate

The city is delaying street repairs in Arleta because a city ordinance requires bike and bus lane additions on every block where streets are repaired, according to remarks at the Arleta Neighborhood Council board meeting on May 19, 2026.

Councilmember Imelda Padilla of CD-6 told the board that the city has hesitated to repair streets because of the Healthy Los Angeles initiative.

The minutes note that under HLA, the city faces a potential lawsuit if it repairs a street without also adding the required bike and bus lanes.

Padilla said she is working with the City Attorney on the issue.

The minutes state that the City Attorney has suggested the city may need to take the initiative back to voters to repeal it.

Board member Burton Hunter described the Healthy Los Angeles initiative as requiring bike and bus lanes on every one-eighth mile of street repaired along transit corridors.

Hunter said the requirement would create traffic nightmares on some streets, naming Osborne Street as an example.

Padilla described Strathern Street as a mess.
